Is foam-set tile better than screwed tile?

Neither is better in general; the correct method is whatever that tile's product approval permits for your roof slope and wind zone. Adhesive-set systems perform very well and avoid penetrating the new membrane thousands of times. Mechanical fastening is required above certain slopes and on some profiles. A contractor who tells you one method is always superior is telling you what they prefer to install rather than what your approval documents say.

Can a tile roof be walked on?

Not safely by you, and not casually by anyone. Concrete tile carries weight along the headlap and the ribs, and stepping in the wrong place cracks it invisibly, which then shows up as a leak two years later. This is the most common cause of the mystery leak we get called to, and the culprit is usually the satellite installer or the pressure washing crew rather than the weather.
