Every roof replacement in Pompano Beach requires a permit, and the city charges 2.75 percent of the declared job value with a minimum of $75 for roofing work specifically. On a $20,000 re-roof that is about $550. Your contractor pulls it; you should never be asked to. Below is the whole process, what the High-Velocity Hurricane Zone adds on top, and the 25 percent rule exception that decides whether a large repair turns into a whole new roof.

What does a roof permit cost in Pompano Beach?

Pompano Beach charges 2.75 percent of the declared value of the work for building permits up to $250,000, with a separate minimum permit fee of $75 that applies to roofing permits rather than the $65 minimum applied to everything else. The city fee schedule, last updated in February 2026, also sets a first re-inspection fee of $60, $250 for each disapproval after that, $100 to change contractor, and doubles the permit fee where work has started without one.

What does the High-Velocity Hurricane Zone actually require?

Broward and Miami-Dade counties are the only two in Florida inside the High-Velocity Hurricane Zone, and the HVHZ chapters of the Florida Building Code apply to every roof here. In practice that means four things. Every component of the assembly must carry a Notice of Acceptance, tested to the TAS 100, 105, 110 and 125 protocols, and a product legal in Orlando may be entirely illegal in Pompano Beach. The existing deck must be re-nailed to the current fastening schedule during any re-roof. A secondary water barrier, bonded to the deck, is mandatory rather than an upgrade. And recovering one roof covering with another is not permitted, so every replacement is a tear-off to bare wood.

That last point catches people who have moved down from elsewhere or who have been quoted by a contractor working outside the county. A quote that includes a shingle-over-shingle recover is not a cheaper roof, it is an illegal one.

Does the 25 percent rule force a full replacement?

Not if your roof was built or last replaced to the 2007 Florida Building Code or any edition since. The rule itself says that no more than 25 percent of a roof section may be repaired, replaced or recovered in any twelve-month period unless the whole section is brought up to current code. The exception, added in 2022 and carried into the 8th Edition of the Florida Building Code effective 31 December 2023, is that where the existing roof already complies with the 2007 code or later, only the repaired portion has to meet current code, however large that portion is. Roofs installed after roughly March 2009 are therefore protected from a forced full replacement. Local governments are barred by statute from amending that exception away by ordinance, so nobody at the counter can tell you otherwise.

How long does a Pompano Beach roof permit take?

Plan on two to three weeks from application to issue for a straightforward single-family re-roof, and about the same again from start on site to closed permit. The city requires a 50 percent submittal fee deposit up front, or 25 percent for a dry run review on an incomplete submittal. Inspections come in two stages on a re-roof: an in-progress inspection after tear-off and deck re-nailing but before the covering goes down, and a final at completion. The in-progress one is the important one, because it is the only opportunity anybody has to see the fastening pattern.

How do I check a roofer is licensed in Florida?

Search the contractor at the Florida Department of Business and Professional Regulation's public register and look for a status of current and active. A Certified Roofing Contractor holds a state credential prefixed CCC and can work anywhere in Florida; a Registered Roofing Contractor is limited to the counties where they are registered. Verify it yourself at MyFloridaLicense rather than taking a number off a website, ours included, and ask for the certificate of liability insurance at the same time. Can I pull the permit myself as the homeowner?

Florida allows an owner-builder permit on your own homestead in limited circumstances, and for roofing it is a bad idea. You take on the liability, the inspections and the disclosure obligations if you sell within a year, and most insurers treat owner-installed roofing unkindly. The permit fee is the same either way.

What happens if the previous owner never closed a roof permit?

It shows up in the title search and it becomes your problem at closing. Open permits on Broward properties are common and they are resolved by getting the work inspected as-is, which sometimes means opening up finished work. Check the permit history before you buy, not after.

How long is a roofing permit valid?

Permits expire if work does not start or is not inspected within the period set by the city, and Pompano Beach charges $125 or the base permit fee, whichever is less, to extend one before it lapses. Letting it lapse entirely means reapplying and paying again.
