Does the whole roof have to be replaced if only part of it is damaged?

No, not if your roof was built or last replaced to the 2007 Florida Building Code or later. Florida's 25 percent rule says that no more than a quarter of a roof section can be repaired or recovered in any twelve-month period without bringing the whole section up to current code. The exception, and it is the part almost nobody explains, is that a roof already built to the 2007 code or any edition since only has to bring the repaired portion up to code, however large that portion is. In practice that means roofs installed after roughly March 2009 are protected from a forced full replacement, and roofs older than that are not. Note also that local governments cannot amend that exception away by ordinance.

Can an insurer drop me because my roof is fifteen years old?

Not on age alone, and not without giving you the chance to prove the roof still has life in it. Florida Statute 627.7011 requires an insurer to let you pay for an inspection by an authorised inspector before it can demand replacement as a condition of writing or renewing your policy on a roof aged fifteen or more. If that inspection shows five years or more of useful life remaining, the insurer may not refuse or non-renew on roof age. Since July 2024 a licensed Florida roofing contractor counts as an authorised inspector for this, which made the report a great deal easier to get. Attempts to widen the protection failed in the 2026 session, so the fifteen-year threshold and the five-year standard are what stand today.

Broward County sits inside the High-Velocity Hurricane Zone, which is a specific chapter of the Florida Building Code applying only to Broward and Miami-Dade. Every component of the assembly needs its own Notice of Acceptance, tested to the TAS 100, 105, 110 and 125 protocols, and the fastening schedule and secondary water barrier are mandatory rather than upgrades. That is real material and labour, not a local surcharge. The same shingle roof in Central Florida uses fewer nails, no secondary barrier and a product approval that costs the manufacturer far less to obtain.

How long before an old roof starts costing you money?

The expensive failures start in the underlayment, not the surface, and on a Broward roof that clock runs about twenty to twenty-five years regardless of what is on top. Tile buyers get caught out by this constantly: the tile still looks fine at year thirty because concrete does not care about UV, while the felt underneath has been powder for five years and the deck is quietly taking every storm. If your roof is over twenty and has never had the underlayment touched, that is the number to plan around, not the condition of the tiles.

What should be on a roofing quote before you sign it?

An itemised roofing quote should name the specific product going on the roof, its approval number, the underlayment, the fastening schedule, the per-sheet rate for deck replacement, the permit fee, and who is paying for the dumpster. Vague is expensive. If the quote says "install new roof system" and gives one number, you have no way to compare it against anyone else's, and no way to argue when a change order arrives. Ask for the deck rate in writing specifically, because that is the line that moves on almost every Broward tear-off.

Yes.
